Present and Future of Community Mental Health in Korea

Abstract
Community Mental Health Services in Korea were provided mainly through Community Mental Health Center (CMHC) by the collaboration and contract between public and private sectors after establishment of Mental Health Law in 1995. During past 6 years, the number of CMHCs has increased from one in 1995 to 46 in 2001. Among them, 26 CMHCs are concentrated in Seoul and Kyonggi Province compared with 1 in Cheju and 2 in Chungcheong Province. The budget for the CMHC were 1.2 billion won in 1997 and increased to 5 billion won in 2001. Mental health workers in CMHCs are mainly composed of psychiatric nurses(55%) and social workers(40%). They spent their time on case management(27%), rehabilitation program in CMHC(22%), and administration(21%) Most of the mental health workers complained of over-loaded administrative job and wanted to spend their time on direct services and community resources development. CMHC¡¯s programs reduced rehospitalization rates and effected positively on the symptoms and functions of the members. Among the rehabilitation program, vocational and residential programs contributed to the better outcomes of the members. Rehabilitation facilities increased rapidly from six in 1997 to 60 in early 2001. For the development of community mental health, the government should do amendment of Mental Health Law to define CMHC¡¯s role and function. Also the government must allocate more budgets for the provision of better services and recruitment of qualified mental health workers. Better outcomes in community mental health services for the patients and their families, collaboration between department of public health, private mental health facilities, and social welfare facilities are mandatory.
